Searching for a kaupunki job means looking for work with a city or municipality. But public-sector opportunities in Finland also include the state government, wellbeing services counties, schools, libraries, public transport, rescue services and public organisations. The key is to search the right portal, not only the first city website you find.
The simple map: use Valtiolle.fi for central-government roles; use Kuntarekry for cities, municipalities, wellbeing services counties, municipal companies and many education-sector roles; and use Job Market Finland for a broad national search, public jobseeker tools and regional pages. [1] [2] [3]
English-friendly does not mean English-only. Kuntarekry says that most adverts and application forms are available only in Finnish or Swedish, although it provides an English-jobs filter. State and public roles may also set specific eligibility, degree, citizenship or language requirements. Always use the exact vacancy as the final rule. [1] [4]
Start with all three. They serve different employers, and an important role may be listed in one portal but not another.

Vantaa job-seeking pageFor Espoo and other capital-region municipal employers, use Kuntarekry’s organisation and location filters, then subscribe to searches that match your field and commute area.
Kuntarekry English filterTry separate searches for Helsinki, Espoo and Vantaa, then repeat using your profession. A public employer may use a different recruitment system for a substitute pool or specialist role.

Many public vacancies appear in Finnish or Swedish. Try your profession plus one of these terms. A translated page can help you understand a vacancy, but submit only the language and documents requested by the employer.
Do not pay an agent for access to a government or city vacancy. Official public-sector job applications are made through the employer’s named portal. Be wary of a person who promises a job, requests money, or asks you to send passport/bank details outside the real recruitment system.
